Board hears information on requested vacation of 15‑foot alley near 20th–21st Avenues

The board received an informational briefing April 2 on a proposed vacation of a 15‑foot east–west alley between 20th and 21st Avenues (case 25043).
Staff said the alley is improved but degraded in places and that the request would first go to the Board of Adjustment for a hardship finding; if the Board of Adjustment authorizes moving forward, the matter would go to the city commission, where a supermajority (4 of 5 commissioners) is required to vacate a dedicated alley. Staff also said utilities are present in the alley and that most utilities provided conditional letters of no objection that would require a recorded utility easement if the city vacated the right‑of‑way.
The applicant’s agent, John Sapir of Randmar Development, said the pavement is deteriorated and that the owner (who controls lots on both sides under separate LLCs) offered to resurface the segment if the city conveys it. Sapir described safety and maintenance issues and said the intention was not to change current access patterns but to fix the alley surface. Board members asked for historical research and for clarity on maintenance history, and staff said the item was informational; the formal process would follow as described.
