Work session: county to revisit conditional-use permitting, prioritize Friendship Road repairs and prepare for HB581 sales-tax question

County officials used a Jan. 27 work session to schedule follow-up on zoning procedures, to prioritize road repairs and to begin public outreach about HB581.
County Manager Thomas Weaver told commissioners they will revisit the conditional-use-permit (CUP) process and invited the Planning & Zoning Board to an evening meeting (Feb. 24) to review unclear language and consider changes; staff were asked to prepare a preliminary CUP process layout. Commissioners also discussed reducing the Planning & Zoning Board from seven to five members and agreed to place that proposal and several reappointments (Randy Register, Teresa Smith and Willie Brown) on the Feb. 4 agenda.
On infrastructure, the board agreed to use 2024 LMIG funds to address urgent pavement needs on Friendship Road and nearby Liberty Hill Road; the county manager and commissioners described Friendship Road as in rough shape and instructed staff to add road projects to future work sessions. The county also discussed establishing a SPLOST bank account and other budget items for the Feb. 4 agenda.
Manager Weaver briefed commissioners on HB581 and how remaining opted-in would benefit the county. Staff said a special election to address the sales-tax question is likely in November and that an informational flyer will be produced for public distribution.
Department heads gave operational updates during the session, including rec and parks staffing, permit/code activity, water-well repairs and a reported increase in stray dogs. Robert Sumner, who operates training at the NSA compound, offered to host charity events and "give back to the community." The commission entered executive session to discuss legal, personnel and real-estate matters and reconvened later in the morning; the work session adjourned at 10:58 a.m.
