Commission renews planning/zoning contract, selects Ingram for CDBG work and OKs RVRC agreement

Commissioners voted unanimously to renew the planning and zoning technical-assistance contract with the River Valley Regional Commission. The RVRC agreement, contained in the meeting packet, lists typical tasks including ordinance review and map maintenance and cites an estimated fee of $6,000 per year for a 12-month term beginning July 1, 2024.
For CDBG application work, the commission approved Ingram Engineering as the county’s CDBG engineer after staff reported RFQ scoring; Ingram received the highest score, cited in the record as 67. Meeting notes indicate application rewrite costs of $500 for this submission versus $750 if a full rewrite had been required; the county previously failed to qualify last year because of an audit issue but has resubmitted for FY2025.
The board also authorized a Letter of Agreement with RVRC to prepare and submit the FY2025 application and provide technical assistance through the project’s implementation phase if the grant is awarded.
Commissioners approved the package of planning, engineering and RVRC tasks by unanimous vote. The county manager and staff will proceed with application submission and follow-up tasks identified in the LOA and RFQ materials.
