Summary
The committee voted to report House Bill 263 (finance) and House Bill 265 (mental health budget adjustments) out of committee with individual recommendations and authorized legislative staff to make technical and conforming edits.
At the end of a long markup session, committee leadership moved committee substitutes for House Bill 263 (finance version as amended) and House Bill 265 (mental health budget adjustments) to be reported out of the House Finance Committee with individual recommendations.
Co Chair Schrage moved the committee substitute for HB263 (finance version 34‑GH) and asked for authorization for Legislative Finance and Legislative Legal to make conforming technical edits; the committee advanced HB263 on a 6–5 vote. The panel then advanced HB265 (the mental‑health adjustments package) by a 9–2 vote.
Both motions included authorization for staff to make necessary technical and conforming changes before the committee report is finalized. The bills will go to the Rules Committee and then to the floor with the committee report and the attached recommendations and adopted amendments.
