Staff reports progress on road, resurfacing and industrial projects; CDBG reimbursement may require county extension

City staff updated the West Chicago Infrastructure Committee on Sept. 4 about the status of several road and facility projects and said they will seek a DuPage County extension of a CDBG reimbursement deadline to complete the Brown Street and Bishop Street project.
A staff member reported that Brown Street and Bishop Street work is approaching completion: pavement has been ground and a level binder will be placed next week, after which surface work and final street-light installation are planned. "The foundations are in. The conduit is in. The wiring is in. We just need to wait for the street lights to actually arrive," staff said, and added street-light deliveries are currently on a long lead time with arrival anticipated in November or early December. Because the CDBG award is a reimbursement program and the grant agreement expires in October, staff said they are working with DuPage County to request an extension and will submit a reimbursement request next week.
Staff provided details on other projects: an industrial rotary reconstruction near the water treatment plants is in stage 2 and about 95% complete, with a small intersection pour, sidewalks and lighting remaining; Union Pacific completed the rail tie-in work that had previously interrupted paving. The annual resurfacing program is on the planning schedule with a bid release expected in January, and a traffic signal at Illinois 38 and Tech Port has cleared technical warrants but awaits final steps and reimbursement approvals through IDOT and local funds.
On Towne Road — the corridor between Washington Street and Illinois 38 — staff said the segment north of Forest will be resurfacing while the intersection to the south will be reconstructed to add a dedicated eastbound left-turn lane. Staff noted prior traffic-warrant studies in 2009, 2016 and 2021 found no signal warrant; they plan a new traffic-count proposal to reassess whether a signal is now warranted. Staff also described the industrial-roadway program funded by a prior sales-tax designation and said designs for Fenton Lane and Western Drive/Downs Drive aim to be completed by November with a December bid timeline.
Responding to a resident petition about an alley between Fremont and Arbor, staff said the alley is narrow with notable elevation differences, and that a topographic survey is needed before engineering work can be proposed. "We need to survey the alley. We need to see the grades," staff said, adding the alley may be a reconstruction candidate rather than able to be fixed with a single storm-sewer installation.
Staff said rooftop-unit replacements at the police department are likely to be rebudgeted into the 2026 CIP and that some facilities project costs will be carried over to next year. The committee did not take formal action on these project-status items; staff will return with progress updates and any formal procurement or budget requests.
