Court authorizes negotiations with Arkansas Tech University for Russellville property; McCall recuses

The Pope County quorum court adopted a resolution authorizing the county judge to enter into negotiations with Arkansas Tech University to purchase a property at 404 North El Paso Avenue in Russellville for use by the cooperative extension and juvenile probation offices.
Justice Sparks introduced the resolution and the judge updated the court that new surveys and appraisals had been completed since the last meeting. The judge said he had received new survey results and that appraisals had been returned that required additional review; he said he would send the documents to the court. He also said staff were awaiting information from the fire marshal about plumbing and the location of the main trunk line under the slab before finalizing refit cost estimates.
Justice Suzanne McCall recused from the vote because of her position with Arkansas Tech University; the clerk recorded a roll call with 12 yes votes and one recusal and the resolution passed. Members discussed modular design options for detention and office refits and said they would bring a more detailed presentation (including plumbing and year-end budget numbers) to the March meeting.
The court did not take final acquisition action beyond authorizing negotiations; the judge said he expected a fuller report in March and that the Tech board of trustees may take similar actions at their next meeting.
