The Pope County quorum court on an early-February 2026 motion unanimously appropriated a $2,700 Arkansas State Library grant to the county library fund.
Treasurer Larry Haltman told the court the grant money had already arrived and staff placed an appropriation on the agenda. County Judge said, “Again, this is money that came into the county,” while the clerk read the title of the ordinance. Justice Skelton moved for adoption; Justice Sparks seconded. The clerk recorded a roll call with all members voting yes and the ordinance was adopted.
The appropriation covers the one-time library grant; no dissent or debate was recorded. The court treated the item as a routine incoming grant appropriation and placed it on the books for library use.
