911 governing board circulates draft bylaws for review; vote not sought today

The governing board of the River Valley Communication Center presented a first draft of proposed bylaws at its March 26 meeting and asked members and legal counsel to review and submit redlines rather than vote on the document today.
The Chair said the draft draws on the interlocal agreement and examples such as the civil service commission and airport commission to define procedures (quorum, meeting cadence, budgeting and procurement procedures). He told members, “I do not want this to be up for a vote today. I’m just placing this before you to review, to suggest edits.”
The Chair said he has met with the board’s attorney, Colby Rowe, and will circulate a redline process: board members should make tracked comments and identify themselves on edits; legal counsel will then revisit the compiled suggestions. A committee member suggested members mark edits in Word and send them back for legal review.
The Chair noted that once the bylaws are finalized by this board they will also need approval from the city and the county-level governing authority before becoming effective, and asked members whether to schedule fuller discussion at an upcoming meeting. Members agreed to review and return edits; the Chair proposed discussion at a future meeting (June or September, pending review).
Next steps: board members will exchange tracked edits and return them to the Chair for consolidation and legal review; the Chair will schedule the bylaws for discussion at a future board meeting after legal review.
