Board outlines CAD, ProPhoenix and Everbridge steps; ProPhoenix upgrade eyed in April

Board members received a technical briefing on CAD and vendor work tied to the consolidation. The Chair said the main portion of CAD geo‑verification has been completed and sent to ProPhoenix and that connections between Sebastian County and the server should be established in the coming weeks so CAD clients can be installed.
The Chair said ProPhoenix system administrator training is scheduled Feb. 17–19 and that administrator/jail training is planned for March. A ProPhoenix upgrade expected around April 2026 was described as a major update that removes the need for a VPN and instead uses a FIPS connection; the Chair said City IT is preparing for that change.
On notification and call‑out tools, the Chair said the board will move forward with a budgeted Everbridge purchase to replace HyperReach; data transfer and stakeholder training will follow once the agreement is signed. The Chair also reported coordination with vendors and agencies on call logging and phone systems and said a meeting with AT&T and Cox will be arranged to streamline nonemergency and 911 phone handling.
The Chair said agencies with active directory can use their existing AD for secure logins; smaller rural agencies will receive issued secure login credentials and an admin template will be applied across agencies.
The Chair said Motorola has been engaged for paging, tornado siren integration and radio reprogramming in Fort Smith but that physical radio relocation will occur only after consolidation; some prework is expected in March so the move can be completed after the July cutover.
