Council also approved a three‑phase agreement with Integra Realty Resources (IRR) for the sports facilities project for $105,000. That motion passed 6–1 (Alderman Shu recorded a no vote). The city approved an emergency waiver and the purchase of a 16‑inch hydrostop valve insert from Municipal Pipe Services for $35,500 to avoid future system‑wide water shutdowns. A contract with Lavender Construction Inc. for the 2025 road project phase 2 for $351,447 was adopted; staff said scope additions include Maple Avenue, Wigwam Hollow and an east‑west alley behind the Dairy Queen. The council also authorized a road use agreement with Argyle Lake Solar LLC, a professional services agreement with Ansel Glink tied to sports facility land and development work, and a settlement with Teamsters Local 627 to remit $7,500 (less taxes and withholdings) in a grievance resolution.
Transportation staff justified a bid waiver for the Cummings engine as single‑source due to technical familiarity and to avoid additional fees; "So that is the quote from Cummings itself," the transportation presenter said when describing the $44,642.35 estimate. Public Works described the valve replacement as an emergency action to isolate a main trunk line after recent breaks; Alice Ortman explained the project will allow targeted shutdowns and reduce system‑wide outages.
Most motions were adopted by unanimous roll call votes; the IRR agreement recorded the only dissenting vote reported in the meeting minutes. Items that were introduced as first readings — including a proposed cable franchise with Comcast and a special event liquor license for the Western Illinois Museum’s Al Sears Music Fest — were placed on next week’s Committee of the Whole agenda for additional review.
