Board approves sewer consent-decree change orders for Forsgren and Patriot Utilities

Engineering staff said Forsgren Incorporated’s change order #2 adds about $95,000 and extra working days to replace a main sewer segment that camera inspections in 2018 did not indicate needed replacement. Todd Mitge, director of engineering, said the additional scope arose from later inspections and is necessary to meet consent-decree requirements.
The board also approved a small change order for Patriot Utilities (16 added working days and $12,099) after staff explained permitting delays with railroad access required modest additional time and costs.
Both resolutions passed by roll call vote 7–0. A public commenter urged continued use of independent oversight for large consent-decree projects.
