Board approves agreement funding Main Street Fort Smith despite questions about program scope and metrics

The Fort Smith Board of Directors on Feb. 3 approved a resolution authorizing an agreement with Main Street Fort Smith to provide downtown development services, using general‑fund operating dollars to support the organization’s 2026 work.
Amanda Hager, Main Street Fort Smith’s executive director, and members of the organization’s board reviewed last year’s activities and outlined planned 2026 programs, including the Levitt Music Series, an incubator program, grant opportunities for property owners, and downtown marketing materials.
Several downtown business owners and volunteers spoke in support. Stephanie Nugent, a downtown business owner and director of the Downtown Business Association, said the organization’s grants and incubator “help fill some of the empty spots” and bring foot traffic to downtown. Jesse Burrows, a Main Street board member, described the volunteer coordination and logistical work behind events and said Main Street provides essential structure. Myla Mazur emphasized preservation and grant access for property owners.
Some speakers and at least one director pressed for clearer metrics and diversified revenue. Ken Lyon questioned whether Main Street’s programs provide direct resources to developers or primarily reimburse property owners; Director George Kasabas asked for alternative revenue sources beyond city funding. Amanda Hager said many programs rely on grant matches and donations tied to specific programming and that Main Street distributes a free downtown guide to visitor centers and hotels.
On a roll call, the motion passed with six votes in favor and one abstention (Christina Kasabas). The board recorded a single abstention and no opposing votes.
