Board to carry forward funds for Miss Laura’s Museum repairs after RFPs yield two low bids

Museum representative Angel said the siding damage resulted from years of wear and that the roof — previously replaced after hail damage — has been addressed. Angel said the administration opened two RFPs in 2025 and received few bidders; two current quotes are available: $109,000 (Russell Exterior) to replace siding and molding and $123,000 to repair the parking lot. Angel said some firms declined to rebid after prior work on the request and the museum has solicited additional quotes.
Directors asked whether replacement siding must be wood and whether longer‑life composite materials could be used to reduce future repainting costs. Director Kemp recommended issuing an RFP for options and said the quoted $109,000 appeared reasonable based on his informal contractor outreach. Staff confirmed the 2025 funds were projected in the city’s ending fund balance and remain available for carryover; using the carryover account would not, staff said, change the budget’s balanced status.
Board members asked administration to prepare an RFP with material options and to confirm whether the two bids remain current. Staff indicated the administration would bring recommended procurement steps back to the board for action.
