Granite Falls council directs staff to prepare SB 6002 compliance plan, asks review of Flock Safety contract

The Granite Falls City Council on March 11 voted to have staff prepare a Compliance Implementation Plan after the signing of SB 6002 and to review contract language with vendor Flock Safety to ensure the city’s automatic license plate reader (ALPR) program complies with new driver-privacy protections. Mayor Matthew Hartman moved the first measure and Councilmember Steven Glenn seconded; the motion passed unanimously.
City Manager Jeff Balentine reviewed recent legislative updates to SB 6002 and described implications for the city’s ALPR program, with assistance from City Attorney Emily Guildner. Balentine told the council the law requires revisions to program policies and data handling practices and recommended preparing an implementation plan once the bill is signed into law.
The council then approved a second motion, moved by Councilmember Bruce Straughn and seconded by Councilmember Steven Glenn, directing the City Manager to engage with vendor Flock Safety to review existing contract language and recommend amendments to bring the contract into compliance with SB 6002. Both motions passed with all five councilmembers recorded as voting aye.
The council did not set a specific timeline for the completion of the compliance plan beyond preparing it upon the bill’s signing. Staff will return to the council with a drafted plan and any proposed contract changes for further action.
