County Administrator Gary Bender read motions seeking approval of an Alfred Benesch & Company contract for $37,404 to provide engineering services for an ADA project in Pine Grove Township and cooperation agreements with the City of Pottsville (demolition at 800–804 Mahantongo St.) and the Borough of Pine Grove (demolition at 0 Mill Alley). Director Connor Matz requested purchase of PensionPro software from Pension Technology Group with a one-time implementation cost of $34,281 and a yearly subscription of $51,800, for a total project cost of $86,081. Planning & Zoning Director Susan Smith requested authorization to execute a standard land development improvement agreement for KH Holdings in North Union Township. Finance staff presented five prior-year budget adjustments and a supplemental appropriation for 2026; Human Resources asked immediate approval of supplemental budget appropriation resolution 2026-05 for $19,779 to continue employee wellness programs.
Commissioner Larry Padora moved to approve the items read by administration; Commissioner Gary Hess seconded. A roll-call vote recorded Commissioners Padora, Barron Hetherington and Hess voting YES for that motion.
Later in the meeting, the board ratified the February 2026 designee list of approved contracts (vendors included Johnson Controls and TRC, among others). Commissioner Padora moved and Commissioner Hess seconded the ratification; the roll-call vote recorded Padora YES, Hetherington ABSENT, Hess YES. The wellness supplemental appropriation also passed on a Padora/Hess motion with Hetherington absent.
Other actions: County Administration requested a management agreement with the Schuylkill River Greenway Association to administer an LSA grant for the Schuylkill River Trail — Mill Creek & Coal Creek sections; NEPA Alliance reappointment recommendations for Bob Carl and Courtney Fasnacht were presented. Human Resources announced the appointment of Marianela Quero Roa to a District Justice Assistant I position, effective May 11, 2026, pending required pre-employment screens. The meeting adjourned with no further new business.
