Ringgold County chooses box culvert for Union 13 project; engineer says streambed mitigation likely and could cost about $40,000

A refined streambed survey showed the project is expected to cause a permanent streambed change of more than three hundredths of an acre (reported in the minutes as >0.03 acre). Because of that change, Johnson said streambed mitigation should be anticipated and that the department has researched mitigation banks serving the Lower Des Moines Region. He reported there are five banks in the region offering credits and that preliminary mitigation cost estimates are around $40,000, pending concurrence from the U.S. Army Corps of Engineers on the credit calculation.
Johnson also provided broader secondary-roads updates: crews hauled spot rock to multiple maintainer districts, replaced a broken deck plank on Bridge Washington 5, seeded the site of the former Washington 10 bridge replacement, removed snow fence along J23, and completed multiple work orders involving replacement of deteriorated 24" CMP cutverts with 24" ADS cutverts, ditch clearing and channel armoring. At the Middle Fork bridge project the crew completed multiple structural tasks and planned channel shaping and bank revetment work subject to weather; a local letting date for the Middle Fork 10 project was set for April 6 at 9:30 a.m. The Diagonal sidewalk project received final reimbursement and is closed out; NEPA clearance was noted for the P33 resurfacing project; final design work continues on the Poe 17 project.
The Board did not record extended debate on the choice of the box culvert in the minutes; Johnson's estimate of mitigation costs is preliminary and contingent on external credit calculations and agency concurrence.
