Bids reported were East Coast Asphalt, LLC of Douglas, GA at $1,097,451.90; The Scruggs Company of Waycross at $657,638.57; and Thrift Brothers, LLC of Waycross at $751,981. Coastal Engineering Consultants, the project design engineer, reviewed the submissions and recommended awarding the contract to The Scruggs Company as the lowest responsive and responsible bidder.
Vice‑Chairman Cox read the bid item instead of Chairman Elmer Thrift because family members of Chairman Thrift had submitted a bid; that recusal‑style step was recorded in the session. The work session record shows the recommended award was added to the regular meeting agenda for formal action.
No formal contract award was made at the work session; commissioners will consider the engineer's recommendation and the bids during the upcoming regular meeting.
