Rev. Ferrell Malone asks Ware County to back use-of-force reforms and a citizen review board

Rev. Ferrell Malone of Macedonia Baptist Church and the Concerned Clergy of South Georgia asked the Ware County Board of Commissioners on Dec. 8 to consider a resolution supporting reforms to reduce excessive use of force by law enforcement. Malone said he had emailed a draft resolution to County Manager James Shubert and asked the commission and city leaders to endorse measures to retrain certified officers in de-escalation techniques, require mandatory use of body-worn cameras and establish a citizen review board.
The request came during the public comment portion of the meeting. Malone framed the proposal as a show of local support for reforms even though the board does not have direct authority over the sheriff’s office. Malone said he wanted local officials to signal commitment to retraining and oversight by passing the resolution he provided to county staff.
County Manager James Shubert acknowledged receipt of Malone’s email to the county manager’s office; no motion or formal action to adopt the resolution was taken at the Dec. 8 meeting. The commission did not debate or vote on the proposal during this session.
