Commissioner Jason Frost moved to authorize the application and Commissioner Gerald Douglas seconded the motion; the vote was unanimous. The resolution directs the board chair to execute the application and provide any additional information required by the Department of Community Affairs.
Separately, the commission adopted a resolution to obligate $47,500 from the county's funds to serve as matching and leverage funds for the CDBG application. The match obligation was recorded as contingent upon receipt of the requested grant funds. The River Valley Regional Commission (RRC) submitted a letter of agreement in the packet stating it will prepare the application and perform required tasks for a fee; the RRC packet says application preparation costs are $750 for a new application and $500 for a rewrite, plus allowable administrative expenses payable from any approved grant award.
What happens next: the County will complete and submit the CDBG application through the RRC as its agent for application preparation, the chair will execute required assurances, and county staff will follow grant timelines and, if awarded, implement the project consistent with program rules and the county's match obligation.
