The Portsmouth Town Council confirmed a public hearing for March 23 to consider Community Development Block Grant (CDBG) applications and approved proceeding with the public-advertisement process after staff explained the timeline.
A councilor questioned why the council had not been asked to approve the legal ad; Town Planner Hitching told the council that CDBG representatives generally prepare the legal advertisement and that she had intended to provide a memo and a letter of intent as backup for the March 23 packet. "CDBG representatives usually put the legal ad together themselves and do not ask you to request advertisement approval," Hitching said.
Planner Hitching told the council that about $1,200,000 remained from program-year funds and that the planning board would review applications in April to ensure consistency with the comprehensive community plan. Councilors asked for additional backup and confirmed they would receive materials in advance of the hearing.
The president noted the advertisement was already in the Portsmouth Times, and staff said they could withdraw the ad if the council preferred, but that the hearing would proceed on March 23 and councilors would receive the application backup in their meeting materials.
