Michael Huffman of BurTech explained the increases and how they are tied to California’s mandatory organics law (SB 1383) and capital improvements at the Victorville materials‑recovery facility (MRF). Huffman said the organics processing cost has risen (reported in the presentation as rising from about $109.78 per ton to $114.75 per ton) and that an MRF capital improvement fee will also affect recycling/processing components of the rate.
Huffman walked the council through the residential rate components (service fee, disposal/processing for trash, organics and recycling) and noted that the 65‑gallon service covers roughly 92% of Adelanto households; he summarized the combined two‑year increase for a typical 65‑gallon customer as about $4.89. He also reminded residents that bulky‑item pickup is available (multiple curbside collections per year) and encouraged residents to call BurTech to schedule service.
Public commenters praised BurTech’s partnership on a planned community garden and urged continued outreach, compost donations, and attention to operational issues (trash‑can lids, driver behavior). Council members asked staff to maximize public education, explore placing presentation materials on the city website and digital signage, and to ensure the bulky‑item service information is widely shared.
The council voted to open the hearing and proceed with the rate‑setting process and to adopt resolution 25‑30 ordering levy and collection of solid‑waste charges for FY 2025–26 as presented; staff will return required documentation for the record and for final implementation.
