Council approves EPA‑funded design services for Adelanto wastewater tertiary upgrade

City staff presented a plan to design Title 22 upgrades to Adelanto’s wastewater treatment plant intended to produce recycled, nonpotable water for irrigation, groundwater recharge and potential industrial use.
Richard (staff/engineering) told the council the design services recommendation — selected from a formal RFP — would be fully funded by an Environmental Protection Agency grant and would not affect the city’s general fund. He said the recommended base price for design services is $233,077, with an optional alternate line item of $61,488.
During the meeting staff emphasized that the project is part of a broader wastewater optimization program and will help the city reduce reliance on potable well water. "The project remains on schedule for completion by October 2025," City Manager Jesse Flores said in his earlier remarks regarding the overall optimization program; the design phase approved by the council is intended to advance that work.
Council voted to approve staff’s recommendation to proceed with the design services funded by the EPA grant. Council members who spoke thanked staff for securing external funds and for advancing a project the city has identified as crucial to long‑term water sustainability.
Next steps: Staff will execute the professional services agreement and move into the detailed design phase under the grant terms; project timelines and funding documents will be brought back to council as required by procurement processes.
