At its March 26 meeting the Hammond City Board of Public Works and Safety handled a cluster of housing and code-enforcement items, approving a 90‑day rehabilitation agreement, rescinding demolition orders pending payment confirmation, setting status-review dates for several rehabs, and resolving multiple late rental-registration appeals.
Darren Willis, who identified himself as the property owner, told the board he now holds the deed for a former church property at 5125 Homan Avenue and that he intends to complete rehabilitation. “I do have my deed in hand right now that I do have the ownership of the property,” Willis said. The board approved the 90‑day rehab agreement and set a status review for June 25, 2026; staff said the agreement requires the owner to return for status or request an extension if work is not finished.
The board also approved orders to rescind and release prior demolition orders for 1170 Sibley Street and 5371 73rd Street, with staff directing that Linda confirm payment before the releases are recorded. For multiple ongoing rehab matters the board set status-review dates: 434 Vine (owner Caleb Guzman) was given a 90‑day continuance with a June 25, 2026 status date after Guzman said work paused while title issues and litigation are resolved; 6826–28 Kennedy Avenue (former Pioneer Lounge) was set for status on May 28, 2026 following contractor updates; and 4934 (owner Walter Jackson) was set for an April 30, 2026 status review pending plumbing and HVAC permits.
On late rental-registration hearings the board waived late fees for 256–58 Williams (represented by Martin Flores) and for 7140 Beach, took no action on 7542 Missouri pending an affidavit to document vacancy, and moved to enforce late fees on several other addresses where owners did not appear.
Board members repeatedly noted that final inspections cannot proceed without required plumbing and HVAC permits and urged property owners to ensure contractors call in permits so inspections and final approvals can occur.
