The Winchester Planning & Zoning Commission voted March 9 to approve a package of zoning regulation edits and a standardized Appendix A use table intended to clarify permit abbreviations and reduce public confusion.
Staff explained the primary change was standardizing the table’s abbreviations (for example, using "A" for allowed, "ZP" for zoning permit, "SP" for site plan, and "SUP" for special use permit) after members of the public misinterpreted a prior "P" abbreviation as "permitted." "We went through and made those changes just to kinda clarify things," a planning staff member said, adding the edits mirror common practice in other communities.
Staff also said a small number of uses were shifted between categories (for example, some mixed‑use buildings on Main Street moved from special permit to site‑plan review) and that minor textual corrections were made to comply with recent Public Act 2125. Commissioners agreed the updates were mostly technical and moved to close the public hearing. A motion to approve the revisions was seconded and carried by the commission.
Staff cautioned that some additional tweaks may be needed after members review upcoming state housing legislation; they plan to return with suggested mapping or mitigation adjustments if needed. The updated regulations will be posted online, and staff will provide printed copies on request.
