Oviedo parks staff detail CIP projects from maintenance building to playground replacements

Summary
Parks staff briefed the advisory board on multiple CIP projects: a nearly completed maintenance building at OSC, splash zone play structure, connector trail permitting, Round Lake boardwalk extension and future fishing pier, Riverwoods playground and restroom work, monument sign replacements, lighting upgrades, field renovations and restroom improvements across parks.
Parks staff updated the Oviedo Recreation & Parks Advisory Board on a broad set of capital improvement projects and near-term maintenance work.
At the OSC complex, staff reported the new parks maintenance building is about 75% complete and should be turned over in the coming weeks. The splash zone play structure and surfacing are in place and staff hope to soft-open during spring break. Staff described a 200-gallon tipping bucket feature on the new play structure and noted it cycles about every 90 seconds.
Trail and board projects: staff said the OSC Connector Trail has permit items nearly finalized and will connect the sports complex to Shane Kelly Park and Lockwood Boulevard. At Round Lake Park staff plan to extend the existing boardwalk to the corner parcel across from the Shell station, add a pavilion and later bid a fishing pier.
Parks amenities: staff said recycled-plastic picnic tables and benches will replace many older metal items across parks for longer warranties; monument park entrance signs have been updated at several parks already. Center Lake Park will receive sidewalk work and artificial turf on a side lawn; the city is replacing a damaged swan boat and planning additional fountain maintenance.
Other CIP items discussed included lighting retrofits to LED for sports fields, parking studies for the sports complex because right-of-way widening will eliminate an overflow lot, restroom renovations at older parks, pool resurfacing projects and safety repairs at heavily used fields. Staff flagged grant-funded work and noted that some projects will require budget amendments if current funding falls short.
Board members raised questions about accessibility connections, parking impacts, prescribed burn mitigation at Riverwoods Park and the timeline for high-priority items; staff asked the board to provide prioritized feedback during the CIP kickoff period.
Staff said more details and the full CIP packet would be provided ahead of the department—IP kickoff meeting and requested board feedback within two weeks to be incorporated into director-level scoring and council submissions.
