Oviedo staff launches master plan process, asks advisory board for visioning input

Parks staff told the Oviedo Recreation & Parks Advisory Board that the city has funded a new master plan through the capital improvement program and would issue an RFP to hire a consultant to lead the work.

Staff (Presenter, S5) asked the board to help shape the plan by answering four specific questions: what members hope parks represent for the community, the role parks should play supporting individuals and neighborhoods, the values parks should reflect, and what success looks like five years out. Staff asked members to return responses to staff (Madeline and S5) via a collection method the department selects — they suggested a Google form and said staff would compile and share the consensus with the board.

S5 explained the master plan will include multiple public engagement sessions, interviews with staff and department heads, and consultant-led meetings with the board. Staff estimated the planning process could take about a year to 18 months and noted the city will schedule follow-up and five-year review periods as part of standard accreditation practice.

The board supported site visits to parks and individual walkthroughs with staff to inform the plan. Staff said the consultant would use the board—eedback and that staff would share materials and an online form in the meeting packet.
