Fanwood approves library construction contracts after disqualifying low bidder

An architect and staff explained the rebid results: Shorelands Construction was the low bidder on the base bid ($7,873,000) but was disqualified because it did not possess the Department of Treasury classification required to bid the project as new construction. The second-lowest responsible bidder, M and M Construction, submitted a base bid the architect reported at about $7,990,000 on the rebid. Council authorized an award to M and M Construction for a fee not to exceed $7,994,500 and approved hiring EPIC management as the owner's representative/construction manager at a fee not to exceed $295,125.
Staff noted the award will proceed in tandem with the project grant and that the rebid saved the borough roughly a quarter-million dollars compared with the previous solicitation. The council recorded roll-call votes to reject the disqualified low bidder and to authorize the two contracts; staff said preconstruction and utility-disconnection work is underway and that demolition of the existing library building was scheduled to begin in early December.
Next steps: Staff will finalize contract documents, coordinate grant reimbursement milestones and begin construction oversight under the owner's representative agreement.
