Star council adopts revised economic corridor access plan, prioritizes Pollard Lane

The Star City Council on March 3 unanimously adopted a revised Economic Corridor Access and Roadway Connection Management Plan (ECAMP) and directed staff to include the map in the city—s comprehensive plan.
Staff member Sean told the council the updated map adjusts current and future functional classifications for collectors and arterials and "we did prioritize Pollard Lane as a future arterial road." He said the update removes several roundabouts, designates a future signal at the Main Street and Star Road intersection to straighten an existing curve, and confirms the Northern Highway alignment will follow Galloway Road to tie into the Val Nova interchange.
Sean said the changes were coordinated with regional partners and that adoption would prompt transmission of the map to the Ada County Highway District (ACHD) and the Idaho Transportation Department (ITD) for their review and potential incorporation: "Once we adopt this, then we get this to ACHD and ITD, and then they either update their maps or tell us, no," he said.
Council discussion focused on timing and jurisdiction. Councilmembers asked whether signal projects would be development driven or included in ACHD—s programming; staff said some projects rely on developer timelines while others would need ACHD or ITD to program construction. The staff presentation also noted topographic and interjurisdictional reasons for selecting the Galloway alignment for the future Northern Highway.
Councilwoman Salmonson moved to adopt the revised ECAMP map and include it in the comprehensive plan; the motion was seconded by Councilman Day and passed on a unanimous roll call.
The council did not take additional regulatory action on ordinance items tied to the capital improvement plan at this meeting; staff said those ordinances will return for consideration at the April 7 meeting.
