"I would expect so," a staff member said when asked whether an update might be needed; staff emphasized that public works must determine whether a full new TIA is required or whether an updated analysis would suffice.
One commissioner moved to approve the preliminary plan conditionally upon an upgraded or updated traffic study. An ESP representative said DOT encroachment permits and public‑works/freight approvals had been received and preferred conditional approval. The commission approved the plan with the stated condition that public works review and confirm the TIA validity or require an update.
The conditional approval keeps the subdivision moving forward while requiring the applicant to address traffic analysis concerns; if additional right‑of‑way or changes are required to accommodate a turn lane, staff noted that could affect lot layout and infrastructure and would be the applicant's responsibility to address.
