Commissioner Belczyk (on the dais) described the change as a technical amendment to permit the operator — identified by staff as the entity that runs the city’s steam district — to offer customers alternate generation options. Staff noted the ordinance had been introduced and authorized for publication on Feb. 24; the packet states the ordinance will be effective 30 days after adoption.
A roll‑call vote was recorded at the meeting and commissioners voting “yes” were announced on the record.
