Commission considers CPI renewal for waste contract; accepts grant-funded EMA purchases and siren software renewal

On solid-waste services, staff (S2) noted the original 2020 contract with BFI Waste Services/Republic Services includes a CPI renewal provision. The current residential collection rate in Marshall County is $19.47; staff estimated a CPI adjustment would raise the rate to about $20.44 (a roughly 5% increase) and said the renewal could extend the contract for up to three years unless the county chooses to rebid.
Commissioners discussed the effect on households and whether to rebid, with Committee member (S3) noting the small nominal increase but urging attention to service levels.
On emergency management, staff (S8) said a Homeland Security grant will fully fund a $68,583.50 truck purchase from Chevrolet of Boaz and that the county will not use local funds for that vehicle. S8 also asked to renew the county's remote tornado-siren control software at $1,980 annually and to accept a certified local emergency manager salary subaward grant of $17,000 from the state to offset personnel costs.
Staff reported that 911-tower site work is pending the arrival of an antenna part; in the interim, plans are to place equipment back on the existing water tank until a permanent tower site is found.
No formal votes on these contract renewals or purchases were recorded at the work session; staff said items would proceed through the normal procurement or acceptance process.
