Commission considers demand letter and performance bonds after Partridge Inn site work stalls

Planning staff updated the commission on work associated with COA23-29 near the Partridge Inn and said a March field visit found demolition completed but follow-up site work (removing a retaining wall and installing a planter) unfinished. Staff said a building permit and site plan had been submitted but that additional follow-up is required to confirm the project’s approval status and completion timeline.
Commissioners asked what enforcement tools the commission or city has when approved work is not completed. Counsel said options include performance bonds for larger projects — similar to a recently completed Broad Street demolition — and that citation or other punitive action is limited unless a public-safety or public-health hazard exists. "We could discuss the option of doing a performance bond similar to what we did with the demolition of the property on Broad Street," counsel said.
Commissioners asked staff to continue contacting the hotel’s management, verify permit and plan filings, and consider a demand letter if the developer does not complete the committed work. Staff said they would investigate and return with more detailed status information.
