Commissioner King outlines recent state legislation, AOC activity and local housing planning

Commissioner King used the board’s announcements period on March 12 to recap several bills the Association of Oregon Counties (AOC) had taken positions on and to preview county planning.

King said AOC supported a series of law-enforcement-related measures; some passed and others did not. He identified House Bill 4072 as extending arraignment timelines for courts that close and noted that the change is most relevant to jurisdictions whose courts close. He summarized other items AOC supported or opposed, including bills affecting use of immigration status in civil court proceedings, EMS program funding to receive rural health transformation dollars, and measures that paused or were modified before final passage. King said some bills will likely return in the 2027 session.

On county matters, speakers reported that a gospel mission fundraiser at Macerra winery raised $56,000. The county is also in early budget planning for fiscal 2027–28 through HHS and AOC steering conversations. Commissioner King and other members discussed a proposal from the assessor, Derek Wharf, about the county becoming a sponsoring jurisdiction for a moderate-income revolving loan—an effort intended to help shovel-ready moderate-income housing projects—saying they will review whether to get involved and that it may take a heavier lift on the county’s part.

Commissioner King’s remarks were delivered as informational updates; no formal board action was taken on the legislative items or the housing sponsorship during this meeting. The board adjourned after the announcements.
