Housing Authority approves MOU keeping Housing Commission as HOME program administrator; SDHC details strategic‑plan work

At a special Housing Authority meeting Tuesday, the Authority approved a memorandum of understanding authorizing the San Diego Housing Commission (SDHC) to continue administering federal HOME funds on the city's behalf. The MOU carries a retroactive effective date of July 1, 2024 and runs through June 30, 2029.

SDHC President and CEO Lisa Jones presented an informational update on the agency’s strategic‑plan process, stakeholder engagement and near‑term program openings. Jones highlighted the recent openings of a transitional‑age youth shelter and Rachel’s Promise Center for Women and Children, and said SDHC is engaging the public via surveys and interviews to shape a strategic plan due to the Housing Commission board in July. She noted uncertainty about FY26 HUD funds while the federal continuing resolution remains in effect and said SDHC is monitoring allocations closely.

The Authority vote on the MOU carried 8–1 after councilmembers questioned the timing of the draft MOU and whether prior‑year HOME funds had been drawn; staff explained program‑income drawdown rules mean prior entitlement and program income must be expended before new entitlement funds are drawn, and prior‑year drawing has continued while the MOU was finalized. Councilmembers asked staff to expedite any federal funding notices and to coordinate briefings.

What this does: The MOU formalizes SDHC’s role as city subrecipient for HOME funds and allows continued funding for affordable‑housing acquisition, rehabilitation, down‑payment assistance and tenant‑based assistance under the city's consolidated plan. SDHC said it will continue budget briefings and an upcoming Housing Authority presentation on the FY26 budget and affordable‑housing fund plan.
