Council briefed on CDBG funding shortfall ahead of applicant presentations

City staff provided an overview of the fiscal-year 2026 Community Development Block Grant (CDBG) process and told the council the city should expect approximately $250,000 from HUD for program year 2026. Staff said federal rules cap public service activity funding at 15% of the total grant (roughly $37,500 this year).
Following a notice of funding availability and a pre-application meeting, staff received eight applications by the March 6 deadline: four for public facilities or infrastructure (two city projects) and four for public services from outside agencies. Applicants collectively requested around $490,000 — substantially more than the expected allocation — so council will need to prioritize awards. The neighborhood commission reviewed the applications and forwarded funding recommendations in the staff report.
Staff noted applicants will present on Thursday at a public hearing and be available to answer council questions; the council will provide tentative direction after the hearing that staff will use to prepare a draft annual action plan for program year 2026.
