Summary
County and transit officials reviewed 5310 and 5307 funding options, noted existing provider contracts through Feb. 29, 2028 with optional extensions, and discussed succession planning for the departing transit administrator and whether to put services out to bid or assign in-house oversight.
County staff and transit representatives briefed commissioners on federal transit funding streams and options for continuing transportation services.
Transit administrator Mike Salem (introduced to the workshop) explained that current provider contracts run through Feb. 29, 2028, with optional extensions, and said the county should begin any procurement process well ahead of expiration. "You probably want to put the bid out at least 6 months prior," a transit official said, urging early planning for a smooth transition if the county opts to seek a new provider.
Officials reviewed distinctions between 5310 funds (seniors/disabled) and 5307 (urban/general public) money, and described how 5307 apportionments are determined and how a jurisdiction becomes a 5307 designee. Staff discussed the county's prior participation in voucher programs and a roughly $15,000 voucher pool previously used to assist veterans with transportation; veteran-service staff said they could again partner to cover veteran rides if the county approved designated funding.
Commissioners said the county needs to decide whether to designate an in-house oversight person, continue as currently structured, or issue an RFP for an operating provider; they also discussed coordinating with ODOT and local municipalities if seeking 5310/5307 designations or apportionments.
Why it matters: Transit funding decisions affect mobility for seniors, veterans and people with disabilities and carry procurement and compliance obligations. A clear succession plan is needed when an administrator departs to avoid gaps in services.
Next steps: Commissioners directed staff to convene a focused meeting with mayors and providers, identify an interim county oversight contact, and plan procurement timelines if the county chooses to put services out to bid.
