An agency official for Clackamas County said the Clackamas County Stabilization Center provides short-term treatment and transitional housing for adults experiencing severe mental-health crises as an alternative to jail or emergency rooms. "People experiencing mental health crises don't need a jail or an emergency room," the official said, adding that "they need short term treatment to regain stability as part of their recovery."
The official described two complementary programs at the center: a mental-health crisis stabilization side intended to provide emotional support and immediate care for people in crisis, and a short-term housing side for people who need transitional housing after stabilizing. The stabilization side offers services such as rest, safety, hygiene supports, referrals to health care, food, disability services, substance-use and mental-health treatment, employment services and help accessing permanent housing.
"Individuals can stay for up to 23 hours, 59 minutes, and 59 seconds," the official said, and a person may leave at any time. If additional care is needed, staff will connect the individual with appropriate community resources. The official said admission is voluntary and that walk-up services are not offered. Referrals come from county law enforcement, mobile crisis responders, or through the county's coordinated housing access line.
The short-term housing side serves up to 13 people at a time and, according to the official, residents generally stay 30 to 60 days while Clackamas County connects them to more permanent housing and other supports. The county framed the Stabilization Center as a way to provide immediate behavioral-health services and help people reenter the community after a crisis.
