The board tabled a rezoning and master site plan application from Gregory Meredith that would permit a small retail nursery and related master plan on a roughly 1‑acre site at 4278 West Old Valley Road. Staff (Doug Holton) described the proposal as a conversion of a contributing 1916 house to a seasonal neighborhood nursery with a 1,500‑square‑foot greenhouse, 17 parking spaces (two ADA), frontage improvement requirements, and conditions addressing fire apparatus turnaround and drainage. The Planning & Zoning Commission had recommended approval.
Mr. Meredith said he intends to operate a seasonal nursery and supported staff conditions. Staff noted the development agreement had not been executed; the board agreed to table the matter to the March 24 open business meeting to allow submittal of the signed development agreement and to finalize conditions. Chair noted the P&Z recommendation and staff's finding of conformance to the comprehensive plan.
The motion to table was approved unanimously.
