Staff (Amelia) told the board the property lies in Kuna's area of impact and that the proposed Rural‑Urban Transition zoning aligns with Kuna's future land‑use designation. Agency review produced conditions addressing right‑of‑way dedications (Ada County Highway District), septic and well testing requirements (Central District Health and county engineer) and irrigation‑district conditions (Nampa & Meridian Irrigation District); staff said those conditions have been incorporated into the approval and that no neighbor objections had been submitted during the transmittal period.
Applicant Sean Wardle said the proposal matches surrounding development patterns and that the project will be served by wells and septic systems; he confirmed planned irrigation service and agreed to the staff‑recommended conditions. After brief commissioner questions about water rights and irrigation districts, the board voted to approve the application based on staff findings and the Planning & Zoning Commission recommendation.
The board recorded unanimous assent on the motion to approve. The applicant and staff were directed to complete standard post‑approval submittals and conditions before final platting.
