Committee approves renaming and virtual delivery option for batter intervention program

The Senate Health Committee voted to report House Bill 5,466 to the full Senate. Counsel said the bill renames the batter intervention program as the abuse intervention program, changes statutory references accordingly and permits the program to be delivered in a physical facility or via live synchronous virtual platforms — provided an in‑person option remains available.
Delegate Tristan Levitt, the sponsor, told the committee the bill is intended to expand access to the program in parts of the state that lack in‑person providers and to ensure judges have an appropriate option to require as part of sentencing or treatment plans. He stressed that live virtual delivery would be synchronous and not an on‑demand, click‑through video.
With no amendments offered, the vice chair moved and the committee approved reporting the bill to the full Senate with a recommendation that it pass.
