Committee reports bill to create ALS services program after sponsor introduces constituents

The Senate Health Committee advanced House Bill 5,327, which would require the Department of Human Services to create an ALS services program providing care coordination, assistive technology and medical equipment, ramps, rehabilitation loan programs and multidisciplinary ALS clinics.
Counsel said the bill, as presented, had no funding attached and that a fiscal note requested on Feb. 9 had not yet been provided. Sponsor Delegate Young told the committee he had witnesses and constituents participating by Zoom — including a 47‑year‑old constituent living with ALS and a clinic physician — but technical difficulties limited live testimony. Senators expressed sympathy and said they supported the measure’s intent to improve access to coordinated services for people living with ALS.
With no amendments, the vice chair moved that HB 5,327 be reported to the full Senate with a recommendation that it pass; the committee approved the motion. Counsel indicated the measure would be effective in 90 days and that the Department of Human Services would be the impacted agency.
The bill now awaits consideration by the full Senate; fiscal and implementation details are outstanding pending the requested fiscal note.
