Staff reported that advertisement for bids on the US-113 project (at State Route 18 / State Route 404) occurred on Dec. 16; bids were due Feb. 10, 2026, with an anticipated notice to proceed on June 1, 2026 and a contract time of 764 calendar days (roughly two years and one month), placing estimated completion in July 2028. Staff also noted some utility relocation work and recommended safety changes from a South Bedford Street/Zorrode intersection study, including eliminating a left turn from Zorrode onto South Bedford Street and extending a 35-mph zone along South Bedford to US-113.
Staff also reminded the council of upcoming events (a committee meeting and Hill Day) and provided brief legislative updates, noting opposition to Senate Bill 241 (project labor agreements for public works above $5 million) and support for Senate Bill 247 (allowing municipal deposit rules similar to state practices). A copy of the governor's executive order establishing a Delaware Permitting Accelerator was included in the council packet, staff said.
