The developer proposes a mix of retail, restaurant and medical uses and a 500‑square‑foot patio; staff recommended approval subject to engineering, updated downstream drainage analysis and photometric/lighting requirements. The proposal preserves 39 existing trees and adds 38 overstory trees, with additional screening trees along the southern perimeter.
Public comment and developer response: Ten nearby residents spoke in opposition, raising concerns about tree canopy loss, increased traffic and safety at the Sandy Lake/Denton Tap corridor, odors and late‑night restaurant activity, and light intrusion. The developer (Rose City Partners) and project engineer described efforts to minimize impacts—moving dumpsters away from homes, flipping the building to face Sandy Lake to block headlights and reduce residential impacts, adding additional screening, and committing to shielded lighting and photometric compliance. Traffic staff said driveway spacing met ordinance requirements but agreed an engineering review could evaluate medians or other measures to prevent unsafe U‑turn maneuvers near Sprouts.
Commission action and next steps: After discussion and requests for greater screening in the back, the commission voted unanimously to approve the PD revision and replat with staff conditions and asked staff and applicant to work on additional buffering/landscape detail and a detailed traffic review during engineering review. The project will proceed to engineering and permit submittal with the listed conditions.
