Court approves communications study, AV upgrades and other operational items; several routine motions pass

The commissioners approved several operational and administrative items on March 10, including a study of the Hood County Sheriff’s Office emergency communications center and equipment and communications upgrades.
Communications center study: By a 4–1 vote, the court authorized a purchase order not to exceed $49,690 to Mission Critical Partners (MCP) for an organizational assessment and interlocal‑agreement review of the county 911 center. MCC’s proposal covers an interlocal agreement review, a two‑day on‑site assessment (plus virtual discovery), staffing and workflow analysis, and draft/final reports. Sheriff Deeds and Emergency Communications Director Sean McGuire described heavy recent call volumes and the need for an outside assessment as the county prepares for growth. Commissioner Andrews voted against the PO citing concerns about scope, optional services and potential cost creep beyond the advertised cap.
Radio coordination MOUs and AV upgrades: The court authorized the county judge to sign MOUs with Tolar ISD and Granbury ISD to provide monitored radio talk groups to improve school‑law‑enforcement coordination. Separately, courtrooms’ audio‑video equipment will be upgraded under an ADI SPL contract not to exceed $72,000 from Fund 55 to modernize remote‑hearing capabilities and replace unsupported equipment that has repeatedly caused problems in court sessions.
Other operational approvals: The court also approved the addition of jail nurse‑station cameras to the county maintenance agreement, accepted jail schematic documents for submittal to the jail commission, approved sheriff grant‑program resolution (Senate Bill 8 funds), and certified county invoices and bank reconciliations for the period noted in staff reports.
