The Village of Forest Park council voted March 24 to award the contract for stage 2 of its 2024 lead service replacement project to 5 Star Energy Services LLC and approved pay request number 1 for stage 1 payments to Joel Kennedy Construction Corporation.
Administrator Antler told the council the lead-service program is being divided into stages for cost and project management reasons and said stage 2 will cover “approximately 300 homes.” He also clarified that stage 2 is a private-side–only project, and that some lead services are replaced in coordination with water-main work.
The council adopted the award and the pay request by recorded vote; no dissenting votes were recorded in the transcript. The administrator also noted immediate construction impacts where work is under way: Elgin Avenue work has completed and Circle Avenue is closed weekdays from 9 a.m. to 4 p.m. while crews are on site.
What to expect: Households in the stage-2 area will receive notifications from village staff; the administrator said residents can call Village Hall for timing updates. Staff also said they held a preconstruction meeting and will publish explanatory materials (including a short video) to help residents distinguish among water-meter work, green alleys and the various lead-service phases.
