Staff described the proposed fence as a seclusion‑style composite panel system in the color 'Winchester gray' with hollow metal posts set in concrete and concrete poured inside the posts for added stability. Staff said the fence ties to a variance previously granted to permit the increased height in that location and noted the portion adjacent to 304 Hill is in the historic district.
"I did share this with the two neighbors that are directly behind it, and I didn't get any feedback. They said, 'Thanks. Let me know when it's ready because I want to start my planting,'" staff said, reporting neighbor outreach and no objections.
Commissioner discussion covered post depth (staff reported requests for 48‑inch post depths for the 8‑foot fence) and construction methods. A motion to approve the certificate as presented was made and seconded; Commissioners Stenick, Feck, Myers, Scarpelli and Chair Brunner recorded 'yes' on the roll call.
The certificate allows the village to move forward with procurement and installation per the specifications shown in the packet; staff indicated crews are ready to schedule installation and will coordinate with neighbors.
