Staff said engineers’ opinions had estimated the project at roughly $631,000, but competitive bids returned a low bid of $596,293; the lower bid still comes with a tight schedule, as the replacement must be operational by May 1 to meet NPDES permit requirements. The board awarded the construction contract to Boiler Construction Company in an amount not to exceed $596,293.
The board also approved a professional services agreement with EEI for construction engineering and construction observation services (shop drawing review, pay‑application review, punch‑list, record drawings) in the amount not to exceed $34,718. An EEI representative explained the engineer acts as the owner's representative and may disapprove work not meeting specifications; staff said significant issues would be brought to the village’s attention.
Both measures passed on roll calls of 6‑0.
