Trustees on Dec. 5 approved changes to the Hampshire Zoning Ordinance to allow automobile sales as a special use in M‑2 (general industrial) zones and authorized a special use for 167 Flanagan Road to permit vehicle sales.
Staff explained the text amendment adds automobile sales to the list of uses allowed in M‑2 subject to a special use permit, which preserves village control over which properties and operators may sell vehicles. Staff and the applicant clarified the intended use is primarily for fleet or tractor‑trailer sales tied to a company’s own vehicles rather than a used‑car sales lot that sells third‑party vehicles.
Trustees asked whether the ordinance language itself limits the use to the applicant’s submitted plan. Staff said the special use is granted based on the application provided; if an operator later expands sales beyond their approved application they would be subject to zoning enforcement or would need to apply to expand the special use.
A motion to approve Ordinance 0‑24‑44 (text amendment) and Ordinance 0‑24‑45 (special use for 167 Flanagan Road) was made and approved on roll call, each passing 6‑0.
Trustees and staff said the special‑use route balances economic activity for local trucking/manufacturing employers with the village’s ability to limit broader retail automobile sales in industrial zones.
