City to consider North Main Street jurisdiction transfer only after county upgrades road and ADA access

Staff told the committee the county engineer had approached the city about transferring maintenance and ownership of a section of North Main Street from the bike‑path area near 08:26/08:42 North Main to Kruger Road.
Dennis advised caution: the city can accept jurisdictional transfers but generally recommends accepting only if the roadway is improved to current standards (milled/overlaid pavement, repaired storm sewer, ADA‑compliant sidewalks). He said there is little upside in taking ownership without those improvements because the city does not receive funding on a per‑lane‑mile basis and would assume maintenance responsibility.
Council members generally agreed that the city would entertain a transfer once the county makes required improvements. Council asked staff to communicate that position to the county.
