Council unanimously approves third amendment to City Manager Sean Grayson’s contract

The Nevada City Council unanimously approved a third amendment to City Manager Sean Grayson’s employment agreement at its July 24 meeting.

Deputy City Attorney Nancy presented the amendment, which the staff packet described as aligning the manager’s salary with the management and supervisory MOU, adding deferred compensation of $200 per pay period and changes to vacation leave provisions (language presented in the staff report). Nancy noted the contract had been amended twice previously in 2022 and 2023 for salary and benefit reasons.

Councilmembers offered extended praise for the manager’s performance. One councilmember credited Grayson with operationalizing the city’s strategic plan and growing the general fund, saying "over the last 3 years about $15,000,000 in grants" had come into the city under his leadership. Several councilmembers expressed support; the mayor read a written statement from Councilmember Daniela Fernandez (absent) that strongly endorsed the amendment. After a motion by Vice Mayor Cici and a second by Councilmember Peterson, the council approved the third amendment by unanimous roll-call vote.

What happens next: The city manager’s amended agreement takes effect as specified in the contract documents; staff will implement the compensation and benefit changes through payroll adjustments and record-keeping.
